New Resource: Guide to Measure the Social Impact of Work to End FGM in Europe

End FGM EU is excited to share a new resource on female genital mutilation: the Methodology Guide and Indicators Reference Framework. Developed by GAMS Belgium with the support of the CHANEL Foundation and in collaboration with Network members.

This practical guide is designed for organisations across Europe working to end Female Genital Mutilation (FGM). It provides a common framework to measure, understand and strengthen the social impact of programmes in prevention, protection, support, training, and advocacy.

Why measure social impact?

In Europe, more than 600,000 women and girls are living with the consequences of FGM and an estimated 190,000 are at risk. Civil society organisations play a vital role in addressing these challenges. Measuring impact helps us:

  • Evaluate the effectiveness of our strategies,

  • Improve our programmes based on evidence,

  • Advocate with policymakers using credible and consolidated data.


What does the guide offer?

The framework includes:

  • Indicators and questionnaires tailored for beneficiaries, professionals, and advocacy targets,

  • Both quantitative and qualitative tools to capture real social change,

  • Practical advice on designing, implementing, and analysing evaluations.

It allows organisations to assess how their work has changed knowledge, attitudes, behaviours, and policies — moving beyond satisfaction surveys to capture true transformation.

A collective effort

The guide was developed following GAMS Belgium’s own impact assessment and enriched through a participatory workshop with End FGM EU members in 2024. It reflects the diverse experiences of organisations across Europe and offers a tool that can be adapted to different contexts.

Strengthening our collective voice

By using this shared framework, organisations will be able to align indicators, compare results, and build a stronger collective evidence base. This will help demonstrate, and enhance, the impact of our joint efforts to end FGM in Europe.
